The Division of Service-Disabled Veterans’ Business Development (“DSDVBD”) is housed within the New York State Office of General Services (“OGS”) and is tasked with promoting and encouraging the continuing economic development of Service-Disabled Veteran-Owned Businesses (“SDVOBs”).
Through the DSDVBD, the State of New York aims to assist service-disabled veterans in playing a greater role in the economy of the state and to provide additional assistance and support to disabled veterans to better equip them to form and expand small businesses, thereby enabling them to realize the American dream they fought to protect. Veterans’ Services Law Article 3 governs requirements for the participation of SDVOBs in New York State contracting.
The objective of Article 3 is to expand opportunities for SDVOBs, primarily through increased participation in New York State contracting. The DSDVBD maintains a Directory of NYS Certified SDVOBs. The directory is updated regularly with the addition of any newly certified SDVOBs or necessary changes requested by the listed SDVOBs or DSDVBD staff. State personnel and other interested parties may contact the DSDVBD and request they be added to a distribution list to receive the directory and its regular updates via email. The Directory of NYS Certified SDVOBs is also posted on the OGS website.
The Hudson River Park Trust’s overall SDVOB goal is 6% which is satisfied through its award of contracts, subcontracts and direct procurement of purchases to SDVOBs. The Trust establishes goals for the participation of certified SDVOBs in the award and performance of goods and services under contract with the Trust to ensure maximum opportunities for SDVOBs.

Services purchased by the Trust include, but are not limited to, architectural, engineering, construction management, marine construction, concrete, building construction (general contracting, mechanical, electrical, plumbing, steel, carpentry, etc.), landscaping, irrigation, stone materials, demolition, carting, pest control, office supply, IT equipment and services, equipment rental, tools and more.

If you can perform the majority of this work or provide the requested services, please consider responding to the solicitation.

- Team with a Prime Contractor for Subcontracting Opportunities on our Projects: We regularly post our solicitation opportunities on our website and in the New York State Contract Reporter. The solicitation advertisement details the scope of the work or services required as well as the dates for pre-proposal and pre-bid meetings. If you identify a potential subcontracting opportunity, you should attend those meetings to introduce your company to the prime contractors bidding on the work. Most solicitations will have an SDVOB goal and prime contractors will welcome your bid on the subcontracted portion of the work.
